Belize’s is a Parliamentary democracy. The Belize dollar is pegged 2:1 to the US dollar, and the US$ is accepted throughout the country. Its government is the most stable in Central or South America. While it is somewhat of a cash economy, its boasts a modern, high-tech banking system. With ample rainfall throughout the year, Belize farmers and gardeners enjoy two harvest seasons.
If you have seen the movies, Pirates of the Caribbean, you have seen Dominica – its beautiful harbour and its spectacular waterfalls, mountains and beaches. Dominica is an English-speaking island nation of the Windward Islands in the Lesser Antilles archipelago of the Caribbean Sea. A former British colony and a current British Commonwealth country, Dominica has a stable parliamentary democracy. Not to be confused with the ‘Dominican Republic,’ Dominica lies between the islands of Guadeloupe and Martinique. Its laws are based on English law, and its monetary system is based on the Eastern Caribbean Dollar (EC$) – which is pegged at 1US$ = 2.70EC$, however US dollars are widely accepted.
With 365 rivers, Dominica is famous for its excellent water! The Dominican Water Authority provides superb treated water to towns, villages and residences throughout the island. Water born disease is not a problem here, as it is in many other places in the Caribbean and Central America. These fast-flowing mountain rivers also provide reliable hydro-electric power throughout the island, even to remote locations.
Dominica offers tax-free status to companies locating here from abroad. It is unknown how many companies benefit from tax-free status because of the strict confidentiality the government enforces, although a number of internet businesses and hedge funds do utilize Dominica for this reason. Dominica is served by 3 or 4 well-known commercial banks with international reputations and with wire-transfer capabilities to/from Canada, USA, Asia, and Europe. Home to 6 offshore banks, Dominica remains as one of a very few countries in the world with an effective and legal off-shore banking system.
By investing $200,000 or more in land and property development, one could then qualify to apply for a second passport in Dominica. Foreigners can own freehold title to property in Dominica with an Alien Land Holding License. There are readily-available building materials and farm supplies in the capital and other cities. Because it is now in the process of rebuilding from recent hurricanes, the Dominican government has waived import duties on most building materials, including solar and wind power systems. This temporary tax incentive will save you at least 25% on your costs of building materials. Non-residents can also apply for duty-free vehicle imports. Boats in Dominica are plentiful. FYI, mechanics here typically favor Yamaha boat motors and Toyota vehicles, with more parts readily available for these brands.

All titled, fee simple properties are registered in the National Registry to protect ownership rights. Annual property tax in Costa Rica is 0.25% and there is no Capital Gains Tax which makes investing more appealing here.
